2016. Carter is an urban revitalization strategist who also gave a lecture on community revitalization and community development.

Hood College students throw pieces of paper leaves with wishes written on them into a fire pit Monday evening,  January 18, 2016. The burning of the leaves was part of a native American ritual that allows the wishes written on the paper to be lifted into air.
